The Free and Hanseatic City of Hamburg is a 74.8 per cent shareholder in the MOIN Film Fund, which is attributable to the Authority for Culture and Media under the direction of Senator Dr Carsten Brosda. The shareholder is represented by Hans Heinrich Bethge, Head of the Department of Culture.

The contact for matters relating to film funding within the authority is the Department of Art and Creative Industries, Music and Cultural Projects (Department 2) in the Department of Culture. Its overarching task is to maintain and further develop Hamburg as a centre for art, culture and media.
