From 2027, there will be four cross-state guidance documents for funded projects in the ‘Feature Film Production’ sector. The new documents will apply to projects for which the first application for production funding in the feature film sector is submitted on or after 1 January 2027.
The guidelines have been drawn up in collaboration between the state funding bodies, the German Federal Film Board (FFA) and the Federal Government Commissioner for Culture and the Media (BKM). They are applied uniformly by all state funding bodies involved in a cinema project, as well as by the relevant auditing bodies. In the area of talent films, the specific regulations of the respective state funding bodies apply in addition. Insofar as these guidelines do not contain any separate provisions, the guidelines, leaflets and contracts of the respective state funding bodies shall apply. The previous guidelines shall remain in full force and effect until 31 December 2026.
Against the backdrop of the harmonisation of funding schemes, the FFA and the BKM will be examining over the coming months whether and how the guidance notes can be adapted to federal funding schemes and further developed.
