Hamburg confirms budget increase for the MOIN Film Fund
07.07.2026 | First edition of CineHamburg
Today marks the start of the first CineHamburg at the Congress Centre Hamburg (CCH) and CinemaxX Dammtor, transforming this city of culture into the hub of the German cinema industry for four days. From 7 to 10 July, industry representatives from across Germany will come together to discuss new films, business models, technologies and audience groups. Just in time for this industry gathering, Hamburg also has some good news to announce: the Senate’s draft for the forthcoming 2027/28 biennial budget provides for the budget increase for the MOIN Film Fund – introduced in 2025 and amounting to 5 million euros per year – to be made permanent.
The City Parliament still has to approve this. In this way, Hamburg aims to continue providing targeted and long-term support for the film industry in the city.
Dr Carsten Brosda, Senator for Culture and Media: “CineHamburg will become the new central hub for the German film industry in Hamburg. This underlines the great appeal of Hamburg as a city of culture for talent, companies and international partnerships within the film industry. By making the additional funding for the MOIN Film Fund permanent, we aim to build on the cultural and economic successes of Hamburg’s film funding programme in recent years and invest sustainably in the future of the film industry in Hamburg. We are also sending a clear signal in support of Hamburg as a film location and providing planning certainty for Executive Producers.”
Helge Albers, CEO of MOIN Film Fund Hamburg Schleswig-Holstein: “We couldn’t have wished for a better start to the second half of the year! With the budget increase now made permanent, we will continue to be in a position to provide the best possible support to the local industry and to tailor our funding instruments to its changing needs. CineHamburg impressively demonstrates that the city offers ideal conditions: an industry event that brings together the entire German cinema and distribution scene in Hamburg and is unique in Germany in terms of its scale. I would like to express my sincere thanks to the Department of Culture for the continued funding and the trust in our work that this represents.”
CineHamburg is the result of close collaboration between the associations HDF Kino and AllScreens, which have joined forces to offer the industry a new platform in these turbulent times. This new format creates space for innovative perspectives and responses to the current challenges facing the cinema and distribution sectors. CineHamburg is supported by the Hamburg Convention Bureau and MOIN Film Fund.
A particular highlight of this year’s CineHamburg is the tribute to the internationally renowned director Roland Emmerich, who has been shaping international cinema for decades and will be awarded the “Gläsernes Leinwand” prize on the opening night. CineHamburg is not only aimed at the industry, but also deliberately builds bridges with Hamburg’s cultural institutions and the general public. A highlight is the free – and already fully booked – preview of the new film *Spaziergang nach Syrakus* by Lars Jessen, in cooperation with the Filmfest Hamburg
